Transformation and Reform

 In the last two term governments of Somalia key priority reform agendas were concentrated on the areas of public administration, public financial management to better use the available human and financial resources, security reforms,  establishments of federal member states, developments of laws and policies for better governance. These changes are vital to increase social services delivery and building broader public support for the Somali government.

Any post-conflict nation must  focus on restoring people’s trust in the state and its fundamental pillars of governance (political, social, cultural, financial, economic, etc.). The state should become, and be perceived as, a provider of support for development in the wider public interest based on four key thematic areas.

MIND will look into how countries transitioning and transforming confront and overcome the challenges of state-building. MIND will explore the economic, security, social, and political landscapes of post-conflict countries offering key insights into “what works” for tackling the pressing issues of today.

Overcoming Somalia’s decades old state building challenge are instructive for leaders and citizens. Drawing on both historical analysis and lessons from MIND’s extensive experience in the public sector advising policy makers, preparing policy documents, MIND continues to explore and use good practices for a successful transformation and reforms agenda.

 MIND will strengthen  the  government’s  transformation and reform agenda to  develop  adequate  and  inclusive  policies  and  strategies, and subsequently monitor their implementation and evaluate their impact for better common public sector management functions which will improve all institutions at all levels.
