
Performance Management and M&E
Despite the fact that steady progress had been made in the last few years, Somalia continues to experience scares of decades conflict which led to the degradation and disintegration of state institutions, weak governance, poor service delivery, underdevelopment, poverty, serous infrastructure problems and daily recurrency of terrorism incidences etc.
To respond to these challenge, MIND developed toolsets including government wide monitoring and evaluation system for collecting information within government and log frames for situation analysis, stakeholder or participation analysis, problem analysis, aims analysis, alternatives analysis, activities planning, mechanism and measures to turn these post-conflict complex capacity gaps into responsive, productive and transparent institutions. The main goal is adapt an overall approach and plan for the work to be done by each department or component in all tiers of government for the short, medium and long term to lead institutions and their employees from where they are now to where they would like to be in five or ten years’ time.
MIND aims to support public, non-governmental and private entities to manage activities, enhance transparency and support accountability, including the accountability of government to parliament, state government and organised civil society as well support accountability within government, for example accountability between ministers, directors managers and staff.
Some of the works MIND involves include:
- Building a monitoring system;
- Developing performance indicators, baselines, and targets for the results for all sectors;
- Planning and budgeting for evaluations;
- Collecting and providing evaluative information;
- Performance (people and organisational);
- Defining and identifying data sources for performance and context indicators;
- Development of Framework and Project Log Frames;
- Planning for data collection and identifying data collection methodologies;
- Conducting Data Quality Assessments;
- Reviewing and analyzing performance data to monitor progress toward achieving results;
- Managing, analyzing, communicating and reporting performance data;
- Using data to make informed management decisions;
- Gathering baseline data on indicators;
- Planning for improvements – setting realistic targets;
- Analysing and reporting findings;
- Sustaining the M&E system within government;
