The stake holders in core government functions are the government, the people of Somalia and the international community, therefore the establishment and maintenance of a good working relationship is paramount important to pave a way for skilled workforce that will give Somalia’s post-conflict nation rich dividends, capable institutions, efficient utilisation of resources and what we lack most in the public sector. Somalia must make up in talent for the state to carry out a core set of state functions to meet citizens’ expectations and earn public trust. This partnership will allow MIND to develop and implement programs funded by various donor

agencies in view of the fact that it has the institutional and organization capacity to undertake such assignments.
